The national roadmaps presented here outline key cooperation mechanisms to support the successful implementation of the Upskilling Pathways (UP) policy. Developed through a structured process involving national partners, development groups, and stakeholder consultations, these roadmaps provide a flexible framework rather than a rigid step-by-step plan. They reflect the realities of each national context, acknowledging that objectives often overlap and that implementation depends on available resources, existing structures, and country-specific challenges. The roadmaps were shaped through multiple discussions with stakeholders to identify obstacles, propose solutions, and outline concrete actions to improve collaboration among education providers, employers, government agencies, and civil society. Additionally, a European Roadmap was developed to propose cooperation mechanisms at the EU level, complementing national efforts.
